Highlighting international frameworks like the Universal Declaration of Human Rights and Sustainable Development Goal 4, it contextualizes the significance of inclusivity as a universal human right. The article explores the unique challenges and innovative efforts of higher educational institutions (HEIs) in Central Asia and Russia, including resource constraints, policy gaps, and infrastructural limitations.
